NCEMA 7000 (AE/SCNS/NCEMA 7000:2021)

National Emergency Crisis and Disaster Management Authority · United Arab Emirates · Updated July 30, 2026

AE/SCNS/NCEMA 7000:2021 is the UAE’s national standard for business continuity management systems. It follows the clause structure of ISO 22301 and makes an explicit split ISO does not: clauses 3–7, 9 and 10 carry management system requirements, while clause 8 alone carries operational requirements.

The standard also interleaves requirements with implementation guidance, where ISO keeps guidance in a separate publication. For a first-time implementer that makes it the more usable document.

Who is in scope

  • UAE government and semi-government entities
  • Organisations assessed against the UAE national BCM standard rather than ISO 22301
  • Entities where NCEMA 7000 alignment appears in tender or regulatory requirements

How compliance is assessed

Assessed against the national standard rather than certified in the ISO sense. Note that ISO 22301 certification does not by itself demonstrate NCEMA 7000 compliance, because of the divergences in clauses 8.4.2 and 8.5.3.4.
